To pass a final inspection in most jurisdictions on the Uniform or International Plumbing Code, the installation needs a temperature and pressure relief discharge line run full size to an approved location and terminating within six inches of the floor, a drain pan under the tank with a pan drain to an approved point of discharge, a thermal expansion tank because the house has a pressure reducing valve and a check valve at the meter, dielectric protection where copper meets steel, a sediment trap on the gas line, proper vent connector rise and slope on an atmospheric unit, and in seismic areas two straps at the upper and lower third of the tank. The apprentice who helped on this one is eight months in.
The tech takes photos because your process says take photos. Nobody reads them. They sit as attachments on the job until either the inspector finds the missing expansion tank or nobody ever does.
The check that got economical in 2026 is looking at every finished job's photographs and invoice before either one leaves the driveway, instead of looking at a handful in a monthly review meeting.
A failed inspection is not one fee. It is the re-inspection fee, which runs $75 to $150 depending on the jurisdiction. It is a truck roll to correct the item, which at a loaded hourly cost plus drive time is rarely under $150 and often more. It is the customer, who now knows your work failed. It is the permit that stays open until someone remembers to reschedule, and open permits have a habit of turning up at a home sale two years later with a title company on the phone.

In 2025 the annual running cost sat close to the value it produced on the inspection side alone, which is why nobody bought it. In 2026 the running cost is $76 against something in the region of $5,800 of avoided cost and recovered billing. Even if you halve the savings estimate to be conservative, the check pays for itself in the first week of February. Your numbers will differ — the honest way to test it is to run the check silently on last quarter's jobs and count how many things it would have caught that you already know about.
There is a second reason this now works, and it is about where the work happens rather than what it costs. Small models running directly on the phone or tablet the tech already carries are dramatically cheaper for high-volume, repetitive work than sending everything away to be looked at. For a plumbing shop that has a practical benefit beyond the bill: the check can run in the driveway, on a spotty cell signal, before the tech pulls away. Catching a missing pan drain photo while the ladder is still in the attic is worth ten times what catching it at 8 p.m. in the office is worth, because at 8 p.m. the fix is a truck roll.
This is also why the thing works at all in a trade where the failure mode is a second trip. Any check that surfaces after the tech has left has already lost most of its value.
Be clear about what this does and does not do. It compares photographs against a checklist. It does not certify an installation, and it is not a substitute for your inspector or your master plumber. It will confidently miss things a photo cannot show — a T and P discharge line that is correctly visible in frame but reduced from three-quarter inch to half inch behind a wall, a pan drain that terminates somewhere it should not, gas line pressure that was never tested.
It will also be wrong about local amendments. Jurisdictions amend the model codes constantly, and two cities twenty miles apart can want different things about expansion tanks or seismic strapping. The checklist has to be built from what your inspectors actually write up, not from a generic list, and it needs a human to update it when the AHJ changes its mind. Assign that to whoever holds the master license and review it twice a year.

And on the invoice side, never let it change a price. Flagging a mismatch to the service manager is right. Silently adding an expansion tank charge to a customer's bill because a photo showed one is how you end up in a chargeback argument you deserve to lose.
Take your last twenty permitted water heater jobs. Write down the five items your inspector has actually failed people on in the past two years — for most shops that is expansion tank, T and P discharge termination, pan drain, sediment trap and strapping. Run the check against those twenty jobs and compare its findings against what you already know happened. If it catches four of the five things you know went wrong, put it in the field on water heaters only. Add repipes and sewer replacements after a month. Do not start with everything at once; a checklist that fires on the wrong things gets ignored by techs in about a week, and a check techs ignore is worse than no check.
Some will, if you frame it as surveillance. Frame it as the thing that stops them driving back across town on their own time and most come around, especially the journeymen who are tired of covering for a green apprentice's photo habits. The one framing that fails everywhere is tying it to a scorecard in month one.
Crawlspaces, tight attics and mechanical closets produce bad photos, and the check should be allowed to say it cannot tell rather than guessing. Set it so an unclear photo is a request for one more shot, not a failure. Techs will accept one more photo. They will not accept being told they did the work wrong on the strength of a dark picture.
It helps with the paperwork side. A backflow assembly test report going to the water purveyor has to carry the assembly make, model, serial, location and the tester's certification number, and reports get rejected for missing fields. Checking every report before it is filed is now cheap enough to do on all of them, which is worth it in any market where a rejected report means a re-test.
