The loop in that diagram is the whole strategy. Teams configure only the edges — which segment they cover, which list to research tonight, team-specific phrasing — while the core skills, connectors, and guardrails stay centrally owned. One team's governance can be informal: the manager knows everyone and watches the output. Ten teams cannot run on a manager's attention. As you scale, the guardrails from the pilot — scoped data access, a review gate, audit trails, a kill switch — have to be enforced by the plugin, not by individual diligence, because diligence doesn't replicate. Without that owner, the plugin stops improving, teams drift back into local hacks, and you're back to sprawl.
