The art is the split between centralized and local. Centralize the things that benefit from consistency and shared maintenance: security and permission baselines, common organizational skills (your auth pattern, your logging convention, your deployment rules), and cost observability. Leave local the things that are genuinely team-specific: a service's particular domain logic, a team's workflow preferences, project-level skills.
