In a clock-hour school, attendance is not an administrative detail. It is the product. The $2,381 difference is the part you can put on a board slide. The part you cannot is the three students who skip the Saturday makeup, need remediation in week eleven, and cross the payment-period date late. They will not catch a student dropping a ground clamp down a duct, a hose kinked by a pallet jack, or the student who closed three booth dampers to make his own booth pull harder. Sudden human events stay in the instructor's eyes and ears, which is why the Monday walkthrough does not go away.
