## What the rule says

EU Regulation 2024/1689 (the EU AI Act) entered into force August 1, 2024 with a phased compliance timeline. February 2, 2025 brought the prohibited-practices and AI-literacy rules online. August 2, 2025 turned on the general-purpose AI (GPAI) obligations and the governance framework. August 2, 2026 — the date most healthcare deployers care about — brings high-risk system obligations under Annex III into force. August 2, 2027 extends full obligations to AI systems that are safety components of products regulated under EU MDR (2017/745) and IVDR (2017/746), including most CE-marked medical software.

Healthcare-relevant high-risk categories include AI used for triage, eligibility decisions for essential public services, biometric identification, and emotion recognition outside narrowly defined contexts. The obligations stack: a risk-management system across the lifecycle (Article 9), data governance for training and validation (Article 10), technical documentation and logs (Articles 11–12), transparency and instructions for use (Article 13), human oversight (Article 14), accuracy/robustness/cybersecurity (Article 15), conformity assessment and CE-style marking, registration in the EU AI database, and post-market monitoring. ## Compliance checklist

1. Map every AI feature to Annex III. If even one matches, treat the whole product as high-risk.
2. Publish the Article 13 instructions for use in every deployer language.

## FAQ

**Does the AI Act apply to a US-only deployment?**
If a single output reaches an EU resident or the system is placed on the EU market, yes.

**Is GPAI the same as high-risk?**
No. GPAI obligations are upstream and lighter; high-risk obligations are downstream and heavier.

**What if our agent is just appointment scheduling?**
Pure scheduling is not Annex III. Add triage, prioritization, or eligibility logic and it likely is.

**When does enforcement actually start?**
National competent authorities are designated by August 2, 2025; enforcement of high-risk obligations begins August 2, 2026.
