## You tried this in 2019 with a scanner and it was useless. Here is what is different.

Most haulers have already bought document scanning once. Somebody sold you a scanner and software that could read a clean typed invoice, you pointed it at the envelope your driver hands in at the end of the shift, and it fell apart immediately — because that envelope does not contain clean typed invoices. It contains a yellow carbon copy of a landfill ticket with the net tons half-printed because the ribbon was dying, a route sheet with "xtra 2 yd @ Rt 9 Deli — took pic" written in the margin in ballpoint, a faxed copy of a manifest with three sets of initials on it, and four photos on the driver's phone of a 30-yard open top loaded eighteen inches over the rails.

What changed in 2026 is not scanning. It is that the model reads the artifact the way a person reads it: the photo, the fax, the carbon copy, the handwriting in the margin, the initials, the smudge. It does not need the paper to be clean and it does not need anybody to retype it first.

That matters here more than in most trades, because the waste business runs on paper that is generated outdoors, at a scale house, at seven in the morning, by people wearing gloves.

## The paper that is still keyed by hand

Four documents, in rough order of how much money they move. First, the third-party disposal ticket — the paper copy the scale attendant hands the driver at sites that never built a customer portal, or built one that does not include your county's transfer station. Ticket number, date, truck, container number, gross, tare, net, material code, tipping fee. It gets keyed into Soft-Pak, Trux or AMCS by a billing clerk, one at a time.

Second, the driver's route sheet, which in a lot of shops is still printed in the morning and marked up by hand all day: blocked, not out, gate locked, extra yardage, overloaded, contaminated. Those margin notes are the source of nearly every extra charge you are entitled to bill and a large share of the ones you never do.

Third, container photos. Nearly every driver now photographs an overloaded box, a contaminated cart or a blocked container, because the office asked them to after the last dispute. Those photos sit in a phone or in the onboard system, and unless someone opens them and matches them to an account, they generate exactly zero dollars.

Fourth, on the hazardous and universal waste side, the Uniform Hazardous Waste Manifest — EPA Form 8700-22 — which still circulates as a multi-copy paper form with signatures, and still arrives back from a TSDF by fax at some facilities. Generator EPA ID, waste codes, quantities, container types, signatures and dates, all of which have to match.

## What keying actually costs, and it is not the typing

Ask a billing clerk how long a disposal ticket takes and she will say twenty seconds, and she is right. The cost is not the twenty seconds. It is the error rate, and it is asymmetric: a mis-keyed net tonnage that is too high gets caught by the customer, and a mis-keyed net tonnage that is too low never gets caught by anybody.

Published keying error rates for hand-transcribed numeric fields sit in the low single digits, and a smudged carbon copy read at 4:45pm on a Friday in July is worse than average. Call it 3%, half of it caught in review. That is the honest frame for this: not "AI is faster," but "hand keying has a floor under its accuracy and you are living on it."

The bigger number is the unbilled extras. In most shops nobody has ever measured what share of hand-written "extra yardage" and "overloaded" notes make it onto an invoice, because measuring it requires reading every route sheet, which is the task in question. When shops do measure it, the answer is uncomfortable.

## Tuesday afternoon, the shop tray, run the new way

The driver drops the envelope at 3:40. The route supervisor photographs the pile page by page with a phone — no scanner, no flattening the creases — and the container photos from the onboard sync on their own.

By 3:55 the billing clerk has a screen with three lists. Matched: nineteen disposal tickets read and set against open hauls, net tons written, tipping fee cost-coded to the route. Charges proposed: six items — two extra yardage from margin notes with the driver's own words quoted, three contamination charges with the photo attached showing a plastic bag of household trash on top of an OCC load, one trip charge for a blocked container with the photo showing the customer's own truck parked in front of it. Held: two tickets where the net tons could not be read with confidence, shown with the image blown up next to the field so she can type four digits and move on.

She works the held list first, then approves or kills the proposed charges one by one. It takes eleven minutes. The part that changed is not that she stopped working — it is that she is now deciding rather than transcribing, and the six proposed charges are six charges that in the old flow depended on whether anyone had time to read the margins.

## The arithmetic, on unbilled extras and mis-keys

Illustrative assumptions for a mid-sized hauler: 1,200 disposal tickets keyed a month, 3% keying error with half caught in review, average dollar impact of an uncaught mis-key $46. Separately, 190 hand-written extra-charge notes a month across all routes, average charge $62, and assume 30% of them currently never reach an invoice.

Two things about that table. The transcription time is the smallest line, which is why "it saves typing" is the wrong pitch and why owners who bought on that in 2019 were disappointed. And the extras line is the one worth auditing before you spend a dollar: pull one week of route sheets, count the margin notes, then check how many appear on an invoice. That number is yours in an afternoon and it either justifies this or it does not.

## Where a person has to stay in the loop

Contamination charges. A model can read a photo and tell you there is a plastic bag on top of a cardboard load. It cannot tell you whether that customer is three weeks into a corrective conversation with your sales rep or whether the MRF actually rejected the load. Propose the charge, never post it automatically, and let the route supervisor decide — because a wrongly posted $1,400 contamination fee costs more in the relationship than it ever collects.

Manifests. Do not let anything auto-file a Uniform Hazardous Waste Manifest or write a waste code. Reading the returned copy and telling you that quantities do not match what left your yard is genuinely useful. Certifying anything is your signature and your EPA ID.

And storm season. After a hurricane or a bad ice storm, paper volume explodes, emergency disposal sites open with hand-written tickets on forms nobody has seen before, and the material descriptions stop matching any code in your system. That is exactly when accuracy matters most and when a document reader is furthest outside what it has seen. Plan on a person reviewing everything during a storm response, and say so up front rather than discovering it in week two.

### Do the drivers have to do anything different?

Ideally almost nothing — drop the envelope in the tray, take the container photos they already take. The one habit worth adding is photographing the container number panel in the same shot as the load, because that one detail is what lets a charge be matched to an account without a human hunting for it.

### How bad does the handwriting have to be before it gives up?

Worse than you expect, but it does give up, and the important thing is what it does then. Insist on a hold list with the image shown next to the field. A reader that guesses at a smudged net tonnage is worse than no reader at all, because it removes the one moment a human would have squinted at it.
